Production in the construction sector maintains positive overall evolution
In the first five months of 2021, there was an increase in demand for the construction and rehabilitation of buildings segment, according to the Construction Conjuncture of AICCOPN and AECOPS.

The report indicates that, according to INE, in the 2nd quarter of 2021 economic activity in Portugal recorded a significant recovery, with a GDP growth of 15.5%, compared to the same quarter of the previous year. Despite being the biggest rise since 1996 (the year in which the current series started), this is an evolution that results, above all, from a base effect, as the restrictions on economic activity caused by the pandemic were felt more intensely in the 2nd quarter of 2020, with a year-on-year change of -16.4% in that period.

With regard to the latest available indicators on construction activity, it can be seen that, in the first five months of 2021, there was an increase in demand directed at the construction and rehabilitation of buildings segment, with the construction licenses issued by the Municipal Councils to growth of 18.7% year-on-year, compared to variations of 19.3% in new constructions and 17.0% in licensed rehabilitation works. As for the licenses issued for the construction of dwellings in new constructions, there was an increase of 15.4% to 11,800.

In terms of the granting of new mortgage loans by financial institutions, in the first five months of the year, an average monthly amount of 1,177 million euros was reached, which corresponds to a growth of 30.5%, compared to the same months of the year. previous. In turn, in June, the bank valuation on housing maintained the trajectory of appreciation, with an increase of 8.6% compared to the same month of the previous year, to 1,215 euros/m2, which corresponds to a new historical maximum .

In the civil engineering segment, and compared to the first half of 2021, the amount promoted in public works tenders totaled around 2,203 million euros, which corresponds to a decrease of 17.7% compared to the 2,678 million promoted in the same period of the last year. On the other hand, with regard to public works contracts subject to the signing of a contract and registration on the Base Portal in the first 6 months of 2021, it can be seen that these reached a volume of 1,867.4 million euros, representing an increase of 68 .1%2 in terms of year-on-year change in time comparable.
